About customs - I don’t know, I didn’t cross the European Union border with my Spark. Maybe its need to declare Your Spark on the customs.
About flying. In Belarus we have a NFZ. This No Fly Zones You can check in free app "UAV Forecast" (for Android) - I"m using thiss free app, for me is enough.
And for more clear understanding please, visit this link on the Google Maps:
This map is an official government regulation. In this zones flying is prohibited at all.
In other places, especially outside of cities, You can fly without any problem, but not higher than 100 meters and within the line of sight (no more than 500 meters).
And of course, it is strongly not recommended to make a photo or shoot videos of various government facilities.
