That's easy to calculate if kV information of the motors would be available.

if you want to measure prop rotational speed, my old pcm futaba radio has a rpm meter built in. you can also find rpm meters for fixed wing or any prop job at most full service hobby stores.

So if fully charged batteries have 12,75 V, then theoretical rpm at full throttle is 26.775 rpm.
In reality is probably a little bit less since motors are loaded - unless if everything is so well calculated that motors can achieve max rpm despite being loaded.
