When does DJI usually release new Updates!?

There is no usual release schedule. If you'd like to see what has been released so far, you can find the release notes on the Spark downloads page.

When they want to!
And nothing gets released without the PM approval so even if R&D have signed off on the release it can get bumped back and reworked on if the PM isn't happy and prepared to sign off.
There is no set timeframe and no timetable for any firmware release - ever.
Sometimes a new version can come within a month of a previous release sometimes it can be months or over a year!
