Yes. It takes a full charge. I had purchased 2 additional and rarely used them... but I did periodically charge them to ensure they didnt totally discharge.
I am willing to give up 1 that I will sell for $100 including postage (US). It is a low cycle battery (guessing < 20 charges).

I received an email from the FAA that my registration was going to expire and gave me the link to renew. The process took 5 Minutes and cost $5. There was no test requirement.
