how do you turn VPS off in a SPARK ?

The obstacle avoidance can be turned off, but the VPS remains active.

I don't have it myself, but Litchi software will allow you to turn off the VPS.

Be careful when landing because the Spark can't "see" the ground and will smack the surface if you're not good with sticks.

Using Litchi is the easiest way to disable VPS. Once done, you can close Litchi and switch back to DJI GO.
 
As others have said Litchi will do it for you. With VPS off, the Spark will also have more difficulty keeping a steady hover.

With VPS off my Spark behaves like my Phantom 3 Standard which does not have VPS.

You can also turn it off by flying through fog which I found out with the subsequent hard landing;)
