There are some sites that don't watch it very closely. It eventually becomes unmanageable and they just give up, allowing spammers to post hundreds of thousands of links to their sites. Their goal is to get some short-term search engine love from repulable sites for searches like fake diplomas, etc.. We go through this with various sites for a period then they get tired of the battle and go somewhere else.
