I have two sparks and using the same phone and app version (latest) with each. All settings are exactly the same. Using 2.4 ghz for each. The only difference is 2 different sparks and 2 different controllers. At just 2 feet away I get clear transmission from one, and the other looks like crap.. very pixelated

I don't know why it would matter but some folks have reported this problem when flying with a low spec SD card. U3 cards by Samsung Evo and SanDisk are great and cheap right now.
And OTG cable would also eliminate one major source of interference.

Are you flying both Sparks at the same time? If you are doing that and both on same channel that could be the source of interference
