Nevermind, I found it on a Chinese website. I accidentally deleted 1.1.6 to try out 1.2.0 on my Mac and forgot that I no longer had the install package for 1.1.6.

This all looks correct for the Spark except for the GPS+
On the GPS+ you are missing "_range" on the end of the first parameter
g_config_mode_normal_cfg_tilt_atti_range= 40
The blue dot is supposed to be your location. If you have your wifi on and location services enabled either for the App or the i-pad, It will use your own and other nearby wifi networks that also have location services turned on to try to indicate your position, which isn't very accurate at...
This is how it's been working for me.
In Wi-FI settings turn off "Auto-Join" for the Spark RC or it will keep trying to automatically reconnect
Turn Bluetooth Off
Connect OTG end to i-pad or i-phone
RC on
AC on
Open DJI GO 4 App
