I don't subscribe to the idea that the prison is actively jamming (yet). If they were that concerned about drone traffic and they intentionally crashed your aircraft they wouldn't give it back. That would be some valuable evidence until you got investigated and cleared by the BOP/FBI/NSA/FAA.

For some yet identified reason you lost signal. Some flavor of interference but unlikely intentional.
