Yes, I just checked. It is YouTube being extremely slow in processing.
It generally goes to full quality after a few minutes

I've noticed YT takes usually 10 to 15 seconds for Spark video to sharpen to 1080P. I'd not be surprised if higher resolutions took longer, though I don't have anything concrete to base it on.
