Registration of Drones in UK ?

Hello
I am a new Spark user and keen to comply with regulations.
I have read that as from November 18 Spark pilots must take a test and register their drones as I believe is necessary in europe.
But I can find no way of doing this. I assume the speed our government works it has not got around to it !
Probably to busy with Brexit !
Any comments welcome.

Hobbyist pilots: new laws will require owners of drones weighing 250 grams or more to register with the Civil Aviation Authority (CAA) and for drone pilots to take an online safety test. These requirements will come into force on 30 November 2019.
