Reload Go4 App

When I try and delete the App it stays in the cloud on my I pad, I can't completely delete it, so my question is when I reload the app from the cloud aren't I just reloading the same messed up app?
When I click on the Go4 app to install it nothing happens, it makes me click on the cloud to reload it.
I'm new to ios. BTW the geek squad couldn't figure it out either.

When you re-download an app, you're installing the latest version Apple has.

That's the problem, it won't let me go to the app store and and click on the download app button, it will only let me click the little cloud logo next to the Go4 app? which apparently is the app I deleted, yes it's the latest version but tech supp told be to delete it and reinstall? It's like groundhog day!

The cloud button appears instead since you previously had that app installed. When you click the cloud button, the current version will be installed.
