I have news for you, the terrorists don't care what the law is and will fly their drones where ever they please.
As for your example, that was just a tad closer than 35 miles.
I get not being able to fly within a reasonable distance of a high value target, 35 miles is not reasonable.
55 lb drone is capable.
They had one cross the English Channel continuous flight.
