Writer is making reference of a person's opinion about technology, and it's obvious that everything from cars and TVs to drones, are a threat for him/her.

In Virginia, US, they passed laws about getting within ... i think it was 50 feet... of someone if they have a restraining order against you. There is also a law about harassing with a drone. I keep a printout of the law in my drone case.
