Trying to figure out Tilt-Shift Videography. Please give opinions

I REALLY love tilt-shift video, so today I shot some traffic and tested out some blur filters and masking features in Adobe Premier. Please give me feedback and if there is an expert in here then tell me what I'm probably doing wrong. Thanks in advance.

Every effect must have a purpose behind it. So it all depends on the message it’s trying to convey in the overall video presentation. But cool nonetheless.
