Short answer (my opinion coming up) Amazon is campaigning to get stricter airspace rules in place so it can fly with less risk. Note that "all of a sudden" Congress decides the FAA can regulate drones and hobby aircraft? Watch for stringent new rules coming up and it had nothing to do with drones vs planes.
