Hi noticed that in America the FAA state that if you are within 400 ft radius of a tall structure you can fly 400 ft above the structure eg tall building 400 in height equates to 800 ft in total , any such rules by the CAA regulations .

Can of worms time. But, depends where you are.
If it’s a built up area, then you’re not supposed to overfly at all and have to maintain a 150 meter distance.
People and properties, then you can fly over but have to be 50m away.
However, some members of this board seem to think you can’t overfly either of the above scenarios. But, this image on the CAA's guidance seems clear to me that it only applies for built up areas.
