What are the workers doing at the end of the trail that requires a large ladder?

Hi there massive new development going on. The men are tree topping and a huge flood wall. Not in the photo there is an artificial water ski ramps with pulleys that drag the skiers up the river towards the ramp so they can jump.

If I get a chance will take a few photos or a video when the weather is better. At the moment it's cxxx.
