Lipo Batteries in Carry-on and Flying in Cabo

Looking for a couple of answers here,

I see a few posts about using a Drone in Cabo and Mexico in general. But as I'm leaving for Cabo next week with "Tony Spark" on board I have 3 issues that need any updates from fellow travelers who might want to share experiences about our neighbor to the south and flying drones.

1. Mexico Laws on Drones
2. Local Authorities and Drones.
3. Resort you are at and Drones

So Mexico Laws:
Bringing a Copy of the purchase for Customs (Price and Weight). As a twice-a-year visitor to Mexico for 25 years it really depends on the Green/Red light and how the Inspectors feel about the US on that day.

Local Authorities:
Don't fly over Police stations, prisons or local trouble spots.
Don't hover over any Cops or military
Don't run away if you see them coming at you on the beach. (if you do though get videos of the outcome)

Resorts:
Get permission, and stay away from flying over the guests or the resort.

So any other things I should be thinking about?

Also LIPO batteries in carry-on
I have seen a few posts about these

Do I need them on the flight?

Watch signs as you go into parks. Some have "no drone" signage. Otherwise, when I was in Cozumel, nobody seemed to care I had a drone.
