it does have a small LED light on the end. and it does hold 2 AA batteries.
It also has a belt clip on it..

OK, so I just added batteries and turned it on. The whole thing lights up, the entire length of the wire glows. I press the button again and the wire flashes on and off, press again and it flashes faster.

Maybe it's for night flying to make sure that nobody else runs into you?

no. there is a just a connector for the wire.

They're called glow wires, or led wires, a Halloween kind of thing, we use them around the windows at Xmas, the button on the battery box will cycle through static, fast flash and slow flash - someone for sure left it in the box by mistake, or maybe it was a free gift from the vendor?

I wouldn't be tempted to wrap it round sparky either, those things run the LED part on AC, it's pulsed on and off so fast the human eye can't see it, but that's how they work, could interfere with sparky's tempermental wifi.

It's called EL wire. It's nothing to do with the drone.

That is exactly what came with my heli pad. You loop it around the edges of the pad and press the button to light it up.
