Ya, lucky that he did not attack, and I would suggest you avoid close encounters for the sake of respecting the animal's habitat. (IMHO) That might have been a juvenile hawk from the looks of him/her.
That looks like where I live in the Santa Cruz mountains. 40 years ago you couldn't look up without seeing a RT hawk. Haven't seen one in long time.
