Flight drone in frankfurt

today I went to a park on the edge of the mainz river, there I flew a drone for about 1 minute, after it was finished someone approached me and told me that it was forbidden and had to pay more, what was my consequence for what I did not know?
Im really don’t know about flight the drone in frankfurt

When I was travelling last year to Germany I learned that you need an insurance and a plate on the drone with your adress. This plate has to be fire protected. You can't fly directly above people and buildings. For the rest is the same as in other countrys so it is not forbidden.
